If you have not registered an account yet, use the developer account registration entry point to access the personal account, organization account, and payment options. Do not treat account registration, app creation, and version release as the same step. If an error appears, record the complete message, the page where it occurred, the time, and the app name. Then determine whether the issue relates to the account holder type, identity verification, testing eligibility, or a pending publishing task. During registration, you must choose between a personal and an organization account. Google's public Play Console fee information describes a one-time registration fee, with public materials often citing approximately USD 25;
this is not an annual membership fee. The actual payment currency and amount displayed on the registration page take precedence. A personal account is suitable for managing apps in an individual capacity, while an organization account is for companies, institutions, and other entities or groups. After creating the account, return to the developer account page to verify its type, verification status, and currently available features. Some newer personal developer accounts preparing to release to all users may see a closed testing task appear under Publishing Overview. This is not a fixed workflow for every existing or older account. Whether testing is required, and which version it applies to, should be determined from the current dashboard prompts rather than inferred from other developers' publishing experiences. If closed testing is required, create or select a closed testing track, choose eligible testers according to the page requirements, publish a version available for testing, and confirm that the test is actually active. Community discussions often mention approximately 12 testers for approximately 14 consecutive days, but tester counts, duration, and eligibility conditions are not uniform. During testing, regularly check the number of qualified testers, elapsed duration, and version status. Closed testing must be genuinely completed;
there is no compliant way to skip it. Once the testing requirements are met, do not upload the production version directly. Go to App content, store listing, and release pages to complete any outstanding content declarations, configure the app version, and set the target user scope. A complete developer account profile does not by itself mean the app is eligible for release, and completed closed testing does not mean every publishing page has been submitted. Use the remaining tasks in Publishing Overview and the prompts on each page as the source of truth. Organization developer accounts must submit genuine, valid supporting documents as required by the dashboard. Requirements can vary by region and by type of organization, and personal documents cannot substitute for organization documents. After organization identity verification is completed, the store may display the account under the organization's name and make member invitations available for managing Play Console collaboration permissions. If verification is incomplete, provide the missing documents or contact the support channel as instructed on the page. If you are discussing the purchase of an existing Google developer account, do not ask only whether it can publish apps. At minimum, verify whether the registration email is accessible and under your control, whether the account is personal or organization, whether organization verification is complete, whether the payment record can be confirmed, and whether the account already contains apps or linked members. The market term "clean account" usually refers to an organization account not yet associated with a published app, but it is not an official account status. State the exact requirement directly, such as "an unpublished organization account." Third-party account quotes, including offers shared on Telegram, are separate from Google's official registration fee. A transaction quote cannot replace the official fee information or be used as evidence that account ownership and verification have been established. Before submitting, review Publishing Overview item by item. Confirm that you are signed in as the account owner or an administrator authorized to act, that no content declaration or identity verification task remains, that the app entity matches the store display entity, that the version in the testing track was published successfully, and that the tester count and duration meet the current dashboard requirements. After submitting, return to the same page to confirm the target version and task status. If the status has not updated yet, wait as instructed by the dashboard rather than submitting repeatedly.
