Google Play Developer Account Pre-Publish Checklist: Apps, Signing Keys, and Transfers Telegram @google898
A delivery checklist for established accounts with apps, signing keys, and app transfers: separately verify app status, permissions, signing materials, transfer requirements, and linked services.

GuGeDev开发者账号指南Google Play…测试与上架节奏@google898Accounts delivered with apps, accounts delivered with a signing key—often called “with Key” accounts—and app transfers may sound like the same type of inventory, but their deliverables are very different. Here is a checklist for reviewing each item separately. For reference, the official public policy is that app transfers must be handled through Play Console’s official transfer process. This is only a summary of publicly available guidance and does not replace the live tasks shown in your console;
account selection and delivery should therefore be reviewed separately. Another point often asked alongside this topic: registering a Google Play developer account requires a one-time fee, commonly published at around USD 25. For listings in this category, confirm the quote against your actual specifications;
do not merge the policy language and the sales offer into a single promise. If you intend to keep updating an existing app package, the signing key must be explicitly included in the delivery checklist. If it is not stated, assume it is not included. If you only need to submit a new app package, there is no reason to pay extra for something that merely sounds old. How to choose between a new account and an established account: if you need account history and the ability to update an existing app, consider an established account;
if you need a clean developer entity, choose a personal account or an organization account with no listed apps. Earlier registration does not mean a more lenient review. Ask the seller to list the app name, package name, live status, access role, and whether the signing key is included. This is far more useful than simply hearing that the account is old. App transfers should go through Play Console’s official process. Store listings and reviews may carry over, but reports, test groups, and linked services such as Firebase, advertising, and payments often need separate verification. Whether an established account with an app is worth buying depends on whether the app can continue to be used as planned: whether it is live, what its package name is, and whether you will still have management access. The official registration fee can be discussed publicly;
current inventory pricing should be confirmed one to one with an online representative. Mixing policy information with deal pricing creates the most room for disputes when the specifications do not match. Historical ratings and download counts may sometimes be retained, but they should not be assumed to remain as expected. An acceptance criterion of “the status at delivery matches the checklist” is more actionable than “guaranteed data will still be there.” A common mistake is to treat “registered earlier” as “better to use.” What really needs verification is whether the app is live, its package name, management access, and whether the signing materials needed to continue updating the existing app are included. Example scenario: you need to keep updating an existing package, but the agreement does not include signing-key delivery. After the handover, the most likely blocker is being able to log in but not publish a release. “With Key” must be written into the checklist. Before requesting a quote, check: whether you are continuing an existing package or only submitting a new one;
app name and package name; live status; access role; whether signing or Key delivery is mandatory;
and whether an official transfer is involved. In practice, ask the seller to list the app name, package name, live status, access role, and whether signing is included. This is more useful than hearing that the account is old. Log in yourself to complete acceptance: review the developer entity, outstanding tasks, and permissions before changing the binding. Do not assume that anything absent from the checklist is included. GuGeDev advises on both Google and Apple developer accounts;
their rules differ, so each platform needs its own checklist. For one-to-one confirmation of current inventory and pricing, contact Telegram @google898.
